Illinois is authorized to develop its own State Plan for OSHA training, provided it meets OSHA’s Standards and Regulations. Consequently, Illinois has an official State Plan in place that covers the entire public sector, including employees and employers within state and local governments.
Illinois’s State Plan adopts several standards from Federal OSHA, as most State Plans mirror federal guidelines. These include:
Construction (29 CFR 1926)
Maritime (29 CFR 1915)
General Industry (29 CFR 1910)
The Illinois Department of Labor (IDOL), through Illinois OSHA, oversees all inspections, enforcement of standards, issuance of penalties, and appeals within the public sector. It is important to note that Illinois OSHA has distinct recordkeeping requirements that must be followed by all state and local government employers and employees.
However, Illinois OSHA’s jurisdiction is limited to the public sector. The private sector in Illinois falls under Federal OSHA jurisdiction.
Despite the jurisdictional split, the standards for construction, general industry, and maritime work remain consistent across both federal and state levels. Therefore, all employers and employees—regardless of sector—must comply with these safety standards.
While OSHA does not mandate specific training, it strongly recommends safety training aligned with job roles:
OSHA 10-Hour Training is recommended for entry-level workers.
OSHA 30-Hour Training is recommended for employees with supervisory responsibilities.
